Buyers use them to reach audiences that no longer watch scheduled broadcast, and to prove that streaming impressions produced measurable outcomes rather than just reach. The category mixes demand-side buying platforms, publisher-side ad servers, TV-specific measurement vendors and creative production tools, which are not interchangeable even though vendors describe themselves in similar language.

What to look for
- Establish which side of the market a vendor sits on. Magnite, FreeWheel, JWX and Primis are supply-side or publisher monetisation products; DV360, Amazon DSP, Viant and MNTN are buying platforms. Confusing the two wastes most of an evaluation.
- Performance CTV vendors measure themselves. MNTN, tvScientific and Vibe.co all attribute site outcomes to streaming impressions using their own device graphs, so run a geographic or audience holdout before scaling budget on their reported numbers.
- Inventory ownership sets the ceiling on reach. Roku and Samsung Ads only reach their own device households, and Amazon only its streaming properties. They add incremental reach to a plan; none of them is a plan.
- Independent ad serving still matters for cross-platform frequency. Innovid exists because YouTube, Amazon and each streamer report separately, and nobody else can tell you total household frequency across them.
- Linear plus streaming is a real distinction. Tatari and Simulmedia buy and measure both; most CTV vendors handle streaming only, which leaves a gap if a meaningful share of your audience still watches broadcast.
- Creative volume, not media access, is usually the constraint. Celtra and VidMob address production and creative measurement, and for many advertisers they change results more than switching DSP would.
- Public review coverage for this category is thin. Most of these vendors are sold through agencies and enterprise sales, so G2 and Capterra profiles are sparse or absent. Weight supply path transparency, measurement methodology and reference calls over star ratings here.
